STEP Medicaid Waivers

Individuals who have disabilities should have the option to remain in their community as they desire. Alabama utilizes Home and Community-Based Services to accomplish this. This link from the Medicaid website list all of the ones available in Alabama. Medicaid Waivers and Descriptions.

Among the waivers available, there are several we want to highlight.

SAIL
The State of Alabama Independent Living (SAIL) Waiver provides services to disabled adults 18 years of age or older who have specific medical diagnoses and who would otherwise qualify for care in a nursing care facility. The SAIL Waiver is operated by the Alabama Department of Rehabilitation Services.

Intellectual Disabilities Waiver
The Intellectual Disabilities Waiver provides services to intellectually disabled adults and children who would otherwise qualify for care in an intermediate care facility for the intellectually disabled. The Intellectual Disabilities Waiver is operated by the Alabama Department of Mental Health.

Community Waiver Program
The Alabama Medicaid Agency (Alabama Medicaid), working closely with the Alabama Department of Mental Health (ADMH) and its Division of Developmental Disabilities (DDD), proposes to create a new home and community-based services (HCBS) program serving individuals with intellectual disabilities (ID). This program is specifically geared toward maximizing the capabilities of Alabamians with ID, supporting their full participation in their communities including opportunities for integrated employment. It will also ensure support for preserving their natural and existing living arrangements to the fullest extent possible. This HCBS program was created through the concurrent operation of an 1115 Demonstration application, a waiver application under Section 1915(c) of the Social Security Act, and a State Plan Amendment application under Section 1915(i) of the Social Security Act.

Community Waiver Program

Technology Assisted Waiver for Adults
The Alabama Technology Assisted (TA) Waiver is designed for individuals (over 21) who have had a tracheostomy or who are ventilator dependent and require skilled nursing services. The TA Waiver will allow Medicaid-approved participants' continuation of Private Duty Nursing services in an effort to allow the participant to remain at home.

Medicaid Waiver for the Elderly and Disabled (E&D Waiver)
The Elderly and Disabled Waiver program provides services to the elderly and individuals with disabilities at risk for nursing facility placement. Case managers work with clients to develop a person-centered plan. A person-centered plan is an ongoing process intended to meet the needs and desires of the individual receiving care and is based on the client’s medical needs, capabilities, social desires, and life goals. A person-centered plan is guided by the individual receiving care.

Depending on their plan of care, individuals in this program may receive personal care, homemaker, respite, adult day health, companion services, and/or home-delivered frozen meals.
